Hi i want to set up a web site using adobe dreamweaver, how do i publish it to the internet? also can i host the site myself and if so how? or do i need to pay to have a dedicated server to host my website as i would prefer not to pay a monthly subscription.

Shared web hosting is enough for you. You need just a web host supporting dreamweaver.

I’ve used dreamweaver and other applications to create people’s websites. I’m assuming you’ve created a basic static website. You can just upload your website files(files and images) to the server using such simple file transfer programs as wsftp. All you do is choose the files and folders you want to upload and hit a button to transfer the files to the server. Once the files are transferred you can then view your website online.
I am a web developer for my business on the side and after weeks of research which included talking to support reps and reading online reviews I decided on lunarpages. Ok, to upload a site you’ll need an FTP program.
To publish it, you’ll need a domain and hosting, hosting it on your own computer is unrealistic sorry.
The good news however is that you don’t need dedicated hosting, shared hosting is much cheaper and you can’t tell a big difference between the 2.
